On Special Measures Regarding Customs Control in the Border Regions of Russia and Kazakhstan To safeguard the legitimate rights and interests of persons engaged in activities related to the import of goods into the Russian Federation, the following decree is hereby issued: Until December 10, 2025, the importation of goods by road from the Republic of Kazakhstan and the Kyrgyz Republic into the Russian Federation (i.e., crossing the Russia-Kazakhstan border section) is permitted. If the consignee is a Russian legal entity, even if documents certifying the goods' origin from the Eurasian Economic Union are not provided, or if the goods are not labeled or marked with relevant information, the goods may be admitted provided they comply with the provisions of Articles 2 and 3 of this decree. It is stipulated that when importing goods in accordance with Article 1, the carrier must carry a written notice from the consignee, stating the consignee’s commitment to declare the goods for customs clearance in accordance with Article 104 of the Federal Law of the Russian Federation No. 289-FZ "On Customs Regulation in the Russian Federation" dated August 3, 2018. The consignee of goods imported under Article 1 shall ensure: a) The imported goods are delivered to a temporary storage warehouse designated by the Russian customs authorities; b) The imported goods are stored in the temporary storage warehouse; c) Written information is submitted to the Russian Ministry of Industry and Trade, specifying the legal form, name, and taxpayer identification number of the enterprise, for the purpose of product labeling and information marking; d) The goods are labeled or marked in accordance with Russian legal requirements during their temporary storage; e) Customs declaration is completed by December 27, 2025. Russian customs authorities shall exercise control over the means of transport carrying the relevant goods. Goods imported in accordance with Article 1 shall not be deemed a violation of customs obligations. The Ministry of Industry and Trade shall ensure the entry of information into the state monitoring system. Federal agencies, in exercising their authority, must take into account the specificities of this decree. The Federal Customs Service is authorized to provide explanations on the implementation of this decree. This decree does not apply to specific categories of goods.
